FOREWORD

The Central Texas Barrel Racing Association (CTBRA) was established in 1986 by a group of friends with the intention of having jackpots that promoted fairness, equality and most of all friendship. The Rule Book represents Bylaws, Rules and Regulations of memberships, age groups and novice horse classes for that purpose.

BYLAWS

ARTICLE I - TITLE

The organization shall be known as Central Texas Barrel Racing Association, herein referred to as CTBRA. The colors are red, white and blue.

PLACE OF BUSINESS

The principal place of business shall be Waco, Texas. All business/Board of Directors meetings will be held monthly at a time and location requested by the President.

ARTICLE II - MEMBERS

Membership in CTBRA is open to any interested barrel racer. To become a member, an application form must be filled out and returned to the Secretary. A copy of a birth certificate must be attached to the application of anyone 18 years of age and younger. Age in the youth classes shall be determined as of *November 1st at the beginning of the point year. Rejoining members not paid by *November 1st will be dropped from the roster until their dues have been paid. A rejoining member will not be allowed to accrue points until dues have been paid.

*November 1st through October 31st is the official Jackpot year.

CTBRA dues are $35.00 for an individual membership and $55.00 for a family membership. Dues are payable by November 1st. Nominations are accepted at this time and points will start accumulating at the first jackpot. CTBRA reserves the right to independently refuse or revoke membership to anyone. While in good standing, all members have equal rights, interests and responsibilities with respect to CTBRA and its property; shall obey and be bound by all Bylaws, rules and regulations of CTBRA and decisions or actions of the Board of Directors; have the right to vote by personal attendance at membership meetings; and have the right to hold office and committee assignments. Membership in Good Standing means an individual who has paid the required membership fee; is not under current suspension by the Officers and Board of Directors, does not owe a delinquent financial obligation to CTBRA for fees which written notice of suspension of membership or participation privileges has been sent.

A member is subject to disciplinary action, suspension and or fines from CTBRA, and any non-member may be denied any or all CTBRA privileges for failure to comply with the herein stated Bylaws, rules and regulation as voted on by the entire Board of Directors.

ARTICLE III - MEETINGS

A scheduled notice of Directors* meetings shall be given on the Website and members are allowed to attend; however, only Officers and Directors are allowed to vote.

The Annual Meeting shall be known as the General Membership Meeting. It is to be held annually before the beginning of the new jackpot year for the purpose of electing officers, directors and the transaction of such other business as may be brought before the meeting. To be eligible to attend this meeting you must be a paid member for the upcoming year. Two-week notice will be given prior to the meeting.

One-third (1/3) total membership at any General Membership Meeting shall constitute a quorum. In order for a motion to pass, there must be a two-thirds (2/3) majority in favor of said motion.

To exercise voting privileges, a member must be physically present at a meeting, which privilege cannot be delegated by proxy. The only exception is for children under the age of twelve.

Parliamentary procedure shall be used at all meetings to conduct business. A Parliamentarian may be appointed for the General Membership Meeting by the Board of Directors.

ARTICLE IV - OFFICERS AND THEIR DUTIES

The CTBRA Officers and Board of Directors will consist of persons elected at the General Membership Meeting. Officers being: President, Vice President, Secretary, Treasurer, and Editor. Number of Directors will be at least 6 to 10 people, with one Director assuming the responsibilities of Youth Director, and at least one Director being the Point Chair. The outgoing President will become a Director at large.

 

Officers and Directors

The Officers and Directors of CTBRA will be elected on a yearly basis at the General Membership Meeting and must be a paid member. A candidate for President, Vice President, Secretary, Treasurer and Editor must be at least 21 years of age. A person must have served at least one (1) year as a Director (or Officer) to be elected as an Officer. Incumbent Officers and Directors will assume all duties following the Annual General Membership Meeting with the outgoing Officers and Directors presiding at the Year-end Awards Banquet.

The business and property of CTBRA shall be managed and controlled by the Officers and Board of Directors.

Any Director having three (3) consecutive absences from called meetings will automatically be dismissed and a new Director will be appointed to replace them. This decision may not be revoked by the Board of Directors.

All Officers and Directors must attend 60% of the CTBRA jackpots. This is to be monitored by the President after 8, 12 and 16 jackpots.

The Board of Directors is responsible for scheduling the dates and arenas for the jackpots, at their discretion, as long as it falls within the parameters of radius and time frame as set forth in this Rule Book.

Officer and Directors shall have the authority to make emergency decisions until the next scheduled meeting, at which time the Board can vote on the decision.

The Vice President, Secretary, Treasurer, Editor and Directors may vote on all issues, but the President may vote only in case of a tie vote. All Officers and Directors attending will have one vote with no proxies allowed.

President

The President shall preside at all meetings of CTBRA and shall perform such other duties as are necessary and incident to the proper administration of the affairs of CTBRA. The President shall appoint committees and chairpersons as deemed necessary.

Vice President

The Vice President shall serve as assistant to the President in the administration of the affairs of the CTBRA and shall perform such other specific duties as may be assigned by the president.

Treasurer

The Treasurer shall perform all duties ordinarily pertaining to this office. She shall be responsible for any banking or financial business, furnish complete financial statements monthly, and a year-end financial statement to Directors and Membership at the General Membership Meeting. She shall be responsible for getting the start-up money to the jackpots and making the bank deposit after the jackpot.

Secretary

The Secretary shall keep all records of the business transactions of CTBRA, send notices of meetings and maintain a complete roster of members. She shall keep the minutes of all Membership and Directors meetings.

Editor

The Editor is responsible for submitting the points and jackpot results to the website by the Monday after a jackpot. After each Board meeting any announcements that need to be made to the membership will be updated on the website during the next week. Printed copies of the results and standings and announcements will be made available at the next jackpot following a Board meeting. The CTBRA website is the official publication of CTBRA and reports all of the information pertinent to this Association, including the Rule Book, jackpot dates, results and point standings.

Point Chair

The Point Chair Director will be responsible for keeping records of results and points - compiling them, posting them at barrel races and assuring that they are delivered on time to the Editor so they can be updated on the website by no later than the Monday after a jackpot.

Youth Director

The Director assuming the position of the Youth Director will appoint a committee to include herself and two parents who will be responsible for organizing fund raisers to bring in extra funds for the Youth awards.

ARTICLE V - PARLIAMENTARY AUTHORITY

The rules contained in the current edition of Robert's Rules of Order shall govern the Association in all cases to which they are applicable.

ARTICLE VI - AMENDMENT OF BYLAWS

These Bylaws may be amended only at the General Membership of the Association Meeting with a quorum present by a two-thirds (2/3) vote.

ARTICLE VII - SPECIAL COMMITTEE ASSIGNMENTS

All committees may be appointed as necessary by the President.

ARTICLE VIII - JACKPOTS

There will be nineteen (19) approved point jackpots. Two (2) in January, February, March, April, May, June, August and September. There will be three (3) in October (Allowing two (2) days for the Finals)

The above schedule is with the exception of inclement weather.

The Board of Directors will have the option to schedule additional non-point jackpots for money making projects as it deems necessary.

ARTICLE IX - GOVERNING RULES OF THE JACKPOT

General Rules and Conditions

1.                  All jackpots will be held at an arena within a one hundred (100) mile radius of Waco, per the Rand McNally Road Atlas, with Waco being the center point.

2.                  Jackpots must be listed on the website to count for points. There will be no substitutions unless members are notified ten days prior to the jackpot.. A tractor must be available to drag the ground and the ground must be worked before the jackpot, including water and discing if the ground warrants. Restroom facilities must be available to the public.

3.                  Secretary, barrel setters, and a tractor driver will be hired for each jackpot. Secretary will be paid $10 per hour, barrel setters $7 per hour, and tractor driver $10 per hour. Barrel setters must be over age 13 and tractor driver over 18.

4.                  Each entrant in a jackpot will pay a $5 processing/work fee.

5.                  In order to call jackpot off due to bad weather or other conditions, it must be canceled at least three (3) hours before the scheduled start time.

6.                  Exhibitions have a 60 second time limit. Anyone going over the limit will pay an additional $5.00 fee.

7.                  An electric eye will be furnished by CTBRA for all approved jackpots and must be used.

8.                  Jackpot secretary will sign up entrants in a numbered log book for each class on a first-come, first-serve basis. Log book number will be listed on the entry form to be entered into the computer.

9.                  A Board Member or Officer will be in charge of the office at each jackpot to answer questions and to make decisions as necessary to keep the jackpot running smoothly.

10.              The drag for each jackpot will be a maximum of every 5th rider from the start to the finish. The announcer will announce the end of each class and the beginning of the next, giving contestants a start and ending point of classes and will call out all entries in that class before the class runs.

11.              The barrels may be removed from the stakes for each drag.

12.              The Open 4-D and Novice classes will be run all together. A contestant may enter both classes, run one time and the time will be recorded in both classes. Rules for each class will apply.

13.              No one will be allowed to enter a class after the class has started. Exception: Open 4-D/Novice Barrels.(see 4D Barrels rules pg 13)

14.              A contestant must make a qualified run in order to receive a time. Breaking the pattern or falling from your horse will constitute a “no time”. The barrel pattern is defined as a cloverleaf pattern which is one (1) right turn and two (2) left turns or vice versa, around the barrels.

15.              The barrel pattern must be staked and all classes (except the 6 & Under Assisted) will be run on those stakes unless ground conditions warrant. Barrels must be staked at least fifteen (15) feet off of each fence and at least twice the distance to the third barrel as between the first two. There should be adequate space to stop safely, either with a long alley way or good ground outside, without a fence or other obstacles. Moving the stakes between classes is a jackpot Committee decision; however, all competitors in a class must compete on the same set of stakes.

16.              In the event that a barrel is off the stake or the electric eye fails for any reason, the runner will be given the option of another run at the end of the next class or after at least a thirty (30) minute break, with no penalty assessed. The runner will be given a drag before they run. Entry fees will not be refunded.

ARTICLE X - AWARDS

The type and number of awards to be given will be decided by the current Board of Directors and reported on the Website by the end of the first quarter of the fiscal year.

The Awards Committee shall be responsible for making recommendations as to the type, size and quality of awards to be given to the Board of Directors. The Awards Committee must report to the Board of Directors before ordering such awards as buckles, saddles, etc., and payment for such awards will be taken care of by the Treasurer. The Board and Awards Committee will be responsible for soliciting awards and outside donations. The Treasurer will receive all cash.

A $1,000 Scholarship will be given each year to a CTBRA member who is Senior in High School and who has been accepted to a college or trade school of their choice. All Seniors who want to apply for the Scholarship will submit an application and essay to the Board of Directors by the first of May. The essays will be submitted to an independent grading service to determine the winner. Based upon the decision of the grading service, the Scholarship will be granted and funds disbursed by the end of June.

Awards Eligibility

Membership in CTBRA is a privilege, not a right. In order to be eligible to receive Year-end awards, a member must be in good standing, must compete* in a minimum of 10 jackpots prior to the two-day finals, and must compete* on the last day of the finals**.

* “Compete” is defined as: at least an exhibition and paying the $5 work fee.

** Legitimate excuses may be considered by the board of directors.

A Participation Award will be given to members who compete in a class in the minimum number of jackpots and do not place in the year end standings. Type of award given will be decided by the Board.

Separate awards will be given for the Finals. To be eligible for these awards, a member will pay a required Awards Fee and be a member in good standing.

Only members are allowed to ride on the last of the finals, and a dress code will be in effect on that day. Appropriate attire includes a long sleeve shirt and long pants. Western hat is optional.

In the event of a tie, the tie breaker will be:

1.                  Number of jackpots competed in;

2.                  Number of first places in that class;

3.                  Number of second places in that class;

4.                  Amount of money won in that class; and/or

5.                  Flip of coin.

ARTICLE XI - CLASSES AND NOMINATIONS

A nomination fee of $10.00 per class and the completed Nomination form is required before points will count. Nominations will be accepted at the first of the new Jackpot year (November 1st).

Novice Horse

Three (3) categories are available to the Novice Horse - $100, $500 and $1000. See separate Novice Horse rules. (pg 12 & 13)

4D Barrels

Open to any horse and rider. Points are kept on Horse/Rider combination. See separate 4D Barrels rules. (Pg 14, 15)

6 & under Assisted Barrels (lead line class)

Six (6) years of age and under. Age determined as of November 1st of the current jackpot year. Barrels will be set on a shorter pattern. Person leading the horse cannot cross the timer line before the horse. All entries will receive the same prize that day, regardless of their run time, and no jackpot money will be paid. No points will be kept. Members who meet the Awards Eligibility requirements will receive year end awards, to be determined later.

9 & under Unassisted Barrels

Nine (9) years of age and under. Age determined as of November 1st of the current jackpot year. Barrels will be on regular stakes. Riders cannot have won over $100 in cloverleaf barrels. Places will be determined by fastest times, and jackpot money paid according to current payout. Points will be awarded using an 8 point system with points dropping down to members. Riders may run in any other class they are eligible for, except the 6 & under Assisted class. Members who meet the Awards Eligibility requirements will receive year end awards, to be determined later.

18 & Under 4D

Eighteen (18) years of age and under. Points are kept on a horse/rider combination (See complete 4-D Barrels rules pg 14, 15). Age determined as of November 1st of the current jackpot year. Half () second splits, equal pay out in each D. No time for knocked down barrel. Breaking pattern and not continuing forward motion will result in no time. Places are determined by fastest times with an eight point system. (See page 15 for point breakdown if there are less than 32 entries) Points will drop down to nominated members. All jackpot money will be paid, and if no one placing in a D, that money will be split between the other D's. One set of points will accumulate for Year-end awards.

3-D Poles

Open to any horse and rider. Points are kept on a horse/rider combination. One (1) second split in each D. No time for a knocked down pole. Places are determined by fastest times with a six point system. (See page 15 for point breakdown if there are less than 18 entries) Breaking pattern and not continuing forward motion will result in no time. Points drop down to nominated members. All jackpot money will be paid, and if no one placing in a D, that money will be split between the other D's. One set of points will accumulate for Year-end awards.

Novice Horse Rules

1.                  In order to accumulate points throughout the CTBRA point year in the Novice Horse Division, a member must nominate the horse by filling out a Nomination form provided by CTBRA, stating the amount of money the horse has won up to that date and paying a Nomination fee. Novice Horse nominations will be accepted at the first of the new jackpot year (November 1st), or anytime thereafter, but points will not be kept until a nomination has been made.

2.                  A member may nominate more than one (1) horse. There will be a nomination fee on each horse nominated. The rider must have full possession of the horse(s) nominated.

3.                  An 8 point system will be used. Points will drop down to nominated members. A no-time run will receive no points. A knocked down barrel is a plus 5 added to the run time and is a qualified run.

4.                  Points will be kept on the Novice horse. If a nominated horse dies, the member may substitute another non-nominated horse.

5.                  If a nominated horse is sold, full points remain with the horse, not to be combined with another horse's points. A nominated horse may be sold only one time in the point year with points. If a family member wishes to compete on a Novice horse nominated by another family member and receive points, this would be considered a sale. This means that it is a rider/horse combination and ownership can change only once in a point year (with points counting).

6.                  Horses may be entered in the lowest class the horse is eligible for (restricted by money won) and may move up to a higher class, but must remain in the higher class and not be allowed to move back down even though the horse may still qualify for the lower class. Example: To enter the $50.00 Novice class, a horse must not have won over $50.00, etc. If your horse has won $42.00, but you move to the $200.00 Novice class, you may not move back down at the next jackpot even though you may still qualify for the $50.00.

7.                  If a member elects to move a horse up thus running it twice in one day, the points will count from the first entry and not the second.

8.                  If a member is found to be competing in a class the horse is not eligible for, the member will be dropped for the year and the next horse in line will move up. (see Rule #4, pg 18 under Penalties) If you are unsure how much your horse has won, you cannot enter any Novice Horse Class.

9.                  When a nominated horse graduates into the $1,000 Novice class, they may remain there until the jackpot year ends.

10.              Any Novice horse may enter in the 4-D Barrels or other classes that they qualify for.

11.              Each member is responsible for writing their horse's name and amount of money won up to that date on the horse on the Sign-up Entry form at the time of entry at each jackpot. Failure to do so will result in no points for that day.

12.              Non-members must specify in writing on the entry form, at the time of entry, how much their novice horse has won. Entry forms must be signed by non-members at time of entry.

4-D Barrels Rules

1. In order to accumulate points throughout the CTBRA point year, a member must nominate a rider/horse combination by filling out a Nomination form provided by CTBRA, and paying a Nomination fee. Points will not be kept until a nomination has been made.

2. A member may nominate more than one horse, and a nomination fee must be paid on each rider/horse combination for those points to count. A rider may participate in more than one combination, but a horse cannot.

3.                  If a nominated horse dies, is injured, or is sold, any points accumulated from that rider/horse combination will remain with the rider, not to be combined with any other already nominated rider/horse combination. Any horse may be substituted for that rider, providing a nomination form is completed and the fee is paid. The substituted horse will forfeit any points it may have if it is already nominated in that same class. Substitution will be allowed only once in the point year. This also applies to the 3-D Pole Class and the 18 & Under 4-D Barrel Class.

4.                  Entries will be taken before & during the class, until the last 20 riders begin. If you enter after the class begins, you will run at the bottom of the existing entries.

5. Open 4-D and 18 & under 4-D will be 1/2, 1/2, 1/2 second splits. Knocked down barrel will be a no time.

6. All money payable in a division (D), will be paid to those placing in that D. If no one places in a D, that money will be split between the other D's.

7. Placing order is determined by fastest time to slowest time, with an eight point system. (See Article XII for point breakdown if there are less than 32 total entries). Points will drop down to nominated members. One set of points will accumulate for Year-end awards.

ARTICLE XII - POINT SYSTEM

1.                  An eight (8) point system will be used in these classes: 9 & Under Unassisted Pee Wee Barrels, 18 & Under 4D Barrels, Open 4D Barrels and all Novice Horse Classes. In all classes, points will drop down to members if a non-member places above a member.

2.                  There must be at least 8 riders in the 9 & Under Unassisted and in a Novice Horse class to receive 8 points for first place. Example: if seven riders are in a class, first place would receive 7 points, second would receive 6 points, etc.

3.                  In the 3-D Poles, a 6 point system will be used with points dropping down to nominated members.

4.                  The points awarded in each D, in all D classes, will be determined by the total number of entries, as follows:

4-D: 29 - 32+ entries: 8 pts. 25 - 28 entries: 7 pts.

21 - 24 entries: 6 pts. 17 - 20 entries: 5 pts.

13 - 16 entries: 4 pts. 9 - 12 entries: 3 pts.

5 - 8 entries: 2 pts. 1 - 4 entries: 1 pt.

3-D: 16 - 18+ entries: 6 pts. 13 - 15 entries: 5 pts.

10 - 12 entries: 4 pts. 7 - 9 entries: 3 pts.

4 - 6 entries: 2 pts. 1 - 3 entries: 1 pt.

5.                  Points will count only from approved CTBRA jackpots.

6.                  Points are kept only on members of CTBRA. Members move up over non-members in all classes.

7.                  To earn points, a member must complete a nomination form and pay the $10 nomination fee for each class they wish to receive points. They must fill out their Entry form correctly; i.e. listing amount of money won and signing the entry form, and pay all required entry & processing fees. Incorrect nomination and entry forms will result in no points until filled out correctly.

8.                  Points will be determined by the number of actual, legitimate, competing entries in a class. In the event a horse is determined to be ill or lame at the time of that class, money will be refunded and that horse will be declared as not entered in the class. In the event a contestant is unwilling to compete in the class they have signed up for, that entry fee will be given to the Association and not counted in either points or payoff. This rule applies to the Novice Horse Division as well as all other classes offered by the CTBRA.

(A $6.00 timer fee will be held from all classes entry fees. The balance goes into the jackpot, except in the 6 & under assisted, which is used for prizes for each rider in the class.)

ARTICLE XIV - PENALTIES AND FINES

1.                  Anyone that has been dismissed from membership for violation of rules and misconduct (as defined and voted on by the entire Board of Directors) will not be allowed to rejoin until such Board has reviewed and reassessed these violations. For misconduct: first, a verbal warning will be issued; second, a written warning will be issued; and finally, at the entire Board's discretion, dismissal from the organization.

2.                  A $15.00 service charge will assessed on all returned checks given to CTBRA. This must be paid before the next jackpot.

3.                  If a member does not fulfill all obligations and resigns from the Association, then at a later date wishes to rejoin, they will be liable for all back fines, plus dues to rejoin.

4.                  If a member is found to be competing in a class they are not eligible for, either by their age, or by money won by the person or the horse, all points will be taken away and no awards will be given for that year. That person will not be allowed to participate in CTBRA jackpots for the remainder of the year. A $100 fine will be assessed in order for that person to rejoin and they must meet with the Officers and Directors to determine if membership will be accepted.

5. Any person participating in a CTBRA jackpot must pay the $5.00 processing fee, whether you run in a class, or just exhibition.

6. Long pants must be worn by members and non-members alike when competing in a class or riding exhibition. Failure to comply with this rule will result in a “no-time” and omission from further competition at that jackpot with no fees refunded.

7. When competing in a barrel class, you cannot go back and re-run (walk, trot gallop, etc.) any part of the pattern that has been completed. Anyone that does this will be assessed a fee in the amount of the entry fee for that class. That money will go to CTBRA as a fine. It will not be counted into the payoff for that class.

8. To promote competition in CTBRA approved events, CTBRA records will, at all times, reflect the actual quality of equine performance. Any form of misconduct which inhibits competition is expressly prohibited. Such conduct includes, but is not limited to: (a) padding classes by entering a horse(s) in the competition to fill a class to increase points; (b) encouraging a potential competitor to refrain from entering the class.

9. Each member is responsible for writing their horse's name and the amount of money won, up to that date, on their horse on the Sign-up Entry form at the time of entry at each jackpot. Failure to do so will result in no points for that day.

10. A $25.00 protest fee must be paid by anyone filing a protest. If the Board finds in favor of the person filing the complaint, the $25.00 will be refunded.
